Your car's movements are logged and kept — citywide plate-reader networks record where every car goes and hold it for months, and federal law neither authorises this nor limits it. A 1994 privacy law's police exception lets a plate become a name, and two federal grant programmes pay for the cameras. Congress has never voted on any of it.
Excepts from the DPPA's disclosure prohibition any use by a government agency carrying out its functions, AND by any private person or entity acting on behalf of such an agency. The second half is what places a commercial camera-network operator under contract to a police department inside the exception.
Authorizes Byrne JAG formula funds for, among other programme areas, law enforcement programmes — under which equipment and technology purchases including ALPR systems are made.
Establishes and governs the Homeland Security Grant Program, including SHSP and UASI, under which surveillance equipment and analytics platforms are reimbursed.
