Foreign access to classified US networks — gives Israel access to classified US military systems and a share of US defense R&D money, embedding a foreign state inside US defense; House-passed, not yet law.
Designates a single DoD executive agent to coordinate the initiative; requires an interim congressional briefing within 180 days, annual reports (through 2030 in the base text, unclassified with optional classified annexes), and coordination with State, Commerce, and other agencies for consistency with export controls. Enumerated cooperative domains include counter-unmanned systems; anti-tunneling; missile and air defense; AI, quantum, ML, and autonomous systems; directed energy and advanced sensing; cyber defense, electronic warfare, and digital resilience; biotechnology and medical defense; network integration, data fusion, and contested logistics; defense industrial base cooperation and co-production; and other emerging technologies as jointly agreed.
