Extends the Review Board's authorisation to September 30, 1996, by amending §7(o)(1) of the 1992 Act.
Adds subparagraphs (G) and (H) to §7(j)(1), letting the Board use the Federal Supply Service and the United States mails on the same terms as other federal agencies.
Adds §8(e), requiring Review Board personnel — including the Executive Director — to qualify for any necessary security clearance before taking office, with conditional employment permitted in the interim.
