Tried to strip Israel's classified-network access in committee — the first fix, striking the provision in markup before the bill reached the floor.
Offered in committee and rejected. The question WAS put — which is what separates this round from the floor round, where it was not — but it was disposed of by voice vote, so no member's position was recorded. `failed_vote` (omega 0.70) is therefore the honest outcome here, and it is LOWER than the `blocked` (1.15) carried by the floor round.
