Student aid cut off over a boycott — a college that declines, on commercial terms, to do business with one named foreign country loses eligibility for Pell grants and federal student loans for all of its students, and a second condition bars Title VI international-education money unless the school certifies it will not impede exchanges with that same country. The bill never names a boycott of any other nation, and the House passed it under a closed rule that let no Member offer a single amendment.
Amends HEA §487(a) (20 U.S.C. 1094(a)) by adding paragraph (30): a Title IV program participation agreement condition that the institution will not engage in a nonexpressive commercial boycott of a major strategic partner of the United States, with the two definitions below carried in the same paragraph.
Amends HEA Title VI by adding §639 (annual institutional certification of reciprocal academic access, with loss of all Title VI funds for the following fiscal year on failure to certify by July 31) and §639A (sense of Congress).
